&lt;p&gt;The second-year student at the Jiangsu Maritime Institute, identified by the nickname Yong to protect his identity, was the sole first-prize winner in the &quot;Double Colour Ball&quot; issued by the China Welfare Lottery on Tuesday, the Beijing News said.&lt;/p&gt;
&lt;p&gt;&quot;After winning the lottery, Yong told his roommates that he would share 2,000 yuan with each of them,&quot; it added.&lt;/p&gt;
&lt;p&gt;Yong informed school authorities of his winnings, and had returned home.&lt;/p&gt;
&lt;p&gt;&quot;We are not sure if he will return to school, but we hope he will eventually finish his education,&quot; the paper quoted Yong&#039;s teacher as saying.&lt;/p&gt;
&lt;p&gt;The Communist Party abolished lotteries in China after taking power in 1949, denouncing them as a practice of decadent capitalists. But the country launched state-run lotteries in 1987 amid market-oriented reforms.&lt;/p&gt;
&lt;p&gt;Lotteries have become increasingly popular both among the poor and the newly rich in China, where many forms of gambling are banned. Per capita income in China&#039;s urban areas is roughly $1,900 a year and about $600 a year in rural areas.&lt;/p&gt;
&lt;p&gt;Lottery-related crimes have been on the rise as well, and underground lottery schemes have become rampant across the country in recent years, bankrupting many families.&lt;/p&gt;
&lt;p&gt;Last month, China set up its first help centre for lottery addicts, offering counseling and legal assistance.&lt;/p&gt;

Timothy Elliott faces a Dec. 7 court hearing over whether he violated his probation when he bought the $10 ticket for the $800 Million Spectacular game at a supermarket in Hyannis.&lt;/p&gt;
&lt;p&gt;Elliott was placed on five years&#039; probation after pleading guilty in October 2006 to unarmed robbery for a January 2006 heist at a bank on Cape Cod. Under terms of his probation, he &quot;may not gamble, purchase lottery tickets or visit an establishment where gaming is conducted, including restaurants where Keno may be played.&quot;&lt;/p&gt;
&lt;p&gt;Elliott, 55, has collected the first of 20 annual $50,000 checks from the Massachusetts lottery commission. A picture of Elliott, holding his first check, was posted on the lottery&#039;s Web site Monday, though it was removed by Wednesday.&lt;/p&gt;
&lt;p&gt;As part of his sentence, Elliott was put under the care of the state Mental Health Department and sent to a hospital for treatment, and state officials refused Wednesday to say whether he was still being treated.&lt;/p&gt;
&lt;p&gt;A telephone number for Elliott could not immediately be located Wednesday, and it was not clear whether he had a lawyer.&lt;/p&gt;
&lt;p&gt;The lottery routinely cross references the names of winners with the state Revenue Department to see if they owe back taxes or child support, lottery spokesman Dan Rosenfeld said. In those cases, winnings go straight to the Revenue Department.&lt;/p&gt;
&lt;p&gt;But in this case, it will be up to the court to determine what will happen with Elliott&#039;s winnings.&lt;/p&gt;

Film company Redwave Films is taking over the Crossness pumping station in Erith for three days of filming next week.

Pattinson is starring in Bel Ami, and plays lothario reporter Georges Duroy who sleeps his way to the top of the business and seduces wealthy women.

Kill Bill star Uma Thurman is also on the cast list, as his wife, in the film based on the classic novel by Guy de Maupassant.

And Christina Ricci stars as Clotilde de Marelle, alongside Kristin Scott Thomas, both of whom fall under his spell. The crew have been on site for 10 days preparing the sets and will spend three days taking it all down again.

The orgy scene will take place in a Parisian café being created in the Victorian landmark that will be open to the public later this year.

Pattinson, 23, who has also starred in Harry Potter and the Order of the Phoenix, said: “There is a lot of sex.”

He told movie bible Variety: “It’s a totally amoral character. In Paris, everybody was just going nuts. It was like the 1980s. Sex was a kind of a weapon and a tool, and it’s odd.” Of the sex scenes, he said “there’s something very mercenary about it in a lot of ways”.

The station was opened by the Prince of Wales in 1865 and is undergoing renovation helped by lottery funding, government money and £20,000 from the film company.

The station was built to pump London’s sewage into a reservoir before it was discharged into the Thames at high tide.

The station houses the largest rotative beam engines in the world, built by James Watt and Sons, but these will be covered up by the film set.

Both the building and the cast-iron machinery are being restored to their former glory by the Crossness Engines Trust and the station is open to the public by appointment before its general opening this year.

Pump station trustee Mike Jones had no idea there was going to be a romp on site.

He said: “I am on the set for one of the days, so that should be interesting. It is so cold in here I can’t think anyone would want to perform something like that.

“I’m sure it will all be done in the best possible taste. I’d no idea what they were going to film, only that it was a Parisian café.”

The station is being transformed into a 19th century French dining room to shoot the scene.

One source said: “It will be tastefully done with lots of candlelight and lace, but it will be the sexiest thing Robert’s ever been seen in and will get his female fans even more excited.”

A spokesman for the film said: “It will be really great fun filming in Kent. This is a great location.”

&lt;p&gt;Angry customers threw merchandise around and looted, leaving the store looking as though a hurricane had passed through it, police said.&lt;/p&gt;
&lt;p&gt;Linda Brown was arrested Tuesday after an hours-long shopping spree that began when she hired a stretch Hummer limousine to drop her off at a Burlington Coat Factory store, police Sgt. Lt. Michael Deakins said. Brown walked to a cash register and loudly announced she had won the lottery and would pay for each person&#039;s merchandise up to $500, he said.&lt;/p&gt;
&lt;p&gt;&quot;Well, of course, people like to hear that,&quot; Deakins said. &quot;Apparently they were in line calling relatives who were not at the store and told them to come.&quot;&lt;/p&gt;
&lt;p&gt;People flooded the registers as cashiers began ringing up purchase after purchase, but Brown had not yet paid the bill, Deakins said. At least 500 people filled the aisles and another 1,000 were outside trying to get in, he said.&lt;/p&gt;
&lt;p&gt;&quot;She was telling people she won $1.5 million,&quot; Deakins said. &quot;But it ends up she didn&#039;t win anything. She had no money to pay for anything.&quot;&lt;/p&gt;
&lt;p&gt;About an hour later, Brown had the limousine driver take her to a bank to withdraw money, but she returned empty-handed, police Detective Steven Nace said. By then, store employees had called in two dozen police officers to handle the crowds.&lt;/p&gt;
&lt;p&gt;Shopper Candace Jordan said she told Brown she didn&#039;t need clothes, she needed help paying her rent.&lt;/p&gt;
&lt;p&gt;&quot;And she said, &#039;How much is it?&quot;&#039; Jordan told WBNS-TV. &quot;And she promptly wrote out a check.&quot;&lt;/p&gt;
&lt;p&gt;By the time employees realized Brown didn&#039;t have any cash to pay, police said, she already had taken off in the limo.&lt;/p&gt;
&lt;p&gt;That&#039;s when angry customers, realizing they weren&#039;t getting free coats, began throwing merchandise on the floor and grabbing clothes without paying for them, Nace said.&lt;/p&gt;

&lt;p&gt;Police said they have no way of tracking down the customers who stole items and fled, but they&#039;re reviewing surveillance video.&lt;/p&gt;
&lt;p&gt;When the limousine driver realized he wasn&#039;t going to be paid the $900 Brown owed him for the day&#039;s rental, he turned her in to police, Deakins said.&lt;/p&gt;
&lt;p&gt;Brown, 44, was arrested on three outstanding warrants for aggravated menacing, misuse of a 911 system and causing false alarms. She was jailed late Wednesday, but no charges had been filed against her related to the coat store chaos pending a mental health evaluation.&lt;/p&gt;
&lt;p&gt;Police said they didn&#039;t know if Brown had a lawyer. No telephone number was listed under her name, and no one answered repeated phone calls at the Franklin County Jail.&lt;/p&gt;
&lt;p&gt;A spokeswoman for Burlington Coat Factory, which is based in Burlington, N.J., and has more than 300 stores across the country, said late Wednesday she couldn&#039;t comment on the incident.&lt;/p&gt;

&lt;p&gt;Lyle pleaded guilty Thursday to felony theft for embezzling an estimated $88,000 from American Media.&lt;/p&gt;
&lt;p&gt;&lt;b&gt;It was during his preliminary hearing Sept. 21 that Lyle was notified he had won a prize in a second-chance lottery drawing. The prize includes a boat, cash and tickets to a NASCAR race at the Kansas Speedway.&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;Lyle will be sentenced Nov. 30. His conviction carries a sentencing range of five to 17 months in jail or prison. But prosecutors say Lyle likely will get probation because he has no previous felony convictions.&lt;/p&gt;

Baby &amp;amp; Johnny-Dirty Dancing- The awesome dancing, the classic story of the rich girl and the poor tough but sweet guy, and the fact that he calls her Francis, I could go on but you know what I&#039;m talking about&lt;br /&gt;

Jonathon &amp;amp; Emmy- Mannequin- She isn&#039;t always alive and he comes off as a little crazy carrying a mannequin around all the time but they make a really cute couple&lt;br /&gt;

Henry &amp;amp; Clare- The Time Traveler&#039;s Wife- Their love stays strong even though he disappears and travels through time at any time, even on their wedding day. They have a hard life but they never stop loving each other.&lt;br /&gt;

Charlie &amp;amp; Yvonne- It could Happen to You- Even though charlie is married to someone else for most of the movie you just know that they are going to be together at the end the whole time and I love watching how much fun they have together. Charlie is the nicest guy ever and I love quirky and cute Yvonne. I loved how happy Charlie made her when he gave her her share of the lottery ticket- I mean who does that?&lt;br /&gt;

 <title>Bishop could have been tried, DA says</title>

Keating said yesterday as he released Braintree police records missing for more than 20 years.&lt;/p&gt;
&lt;p&gt;Keating said that he reviewed police reports and other documents in a case file recovered Monday from a retired Braintree police captain and concluded that prosecutors had probable cause to charge Bishop with assault with a dangerous weapon, carrying a dangerous weapon, and unlawful possession of ammunition, all in her attempt after the shooting to obtain a getaway car at gunpoint from a local auto body shop.&lt;/p&gt;
&lt;p&gt;The reports do not contradict determinations by police and prosecutors at the time that the shooting was accidental, a finding based on the accounts of the sole eyewitness, Amy and Seth Bishop’s mother, provided to State Police 11 days after the events, Keating said.&lt;/p&gt;
&lt;p&gt;And they do not open the door for any prosecutions now, he said, because the statute of limitations has expired on the gun charges and any manslaughter charges that prosecutors could try to bring.&lt;/p&gt;
&lt;p&gt;“Even if a grand jury were to hear allegations that this incident involved wanton and reckless conduct on the part of Amy Bishop, the lowest standard for manslaughter in Massachusetts, the statute of limitations has barred indictment on that charge since 1992,’’ Keating said.&lt;/p&gt;
&lt;p&gt;The fatal shooting of 18-year-old Seth Bishop in December 1986 has been the subject of new scrutiny since Saturday, one day after police say Amy Bishop, a professor at the University of Alabama at Huntsville, opened fire on a room full of her colleagues, killing three and critically injuring two. She faces the capital charge of murder and three charges of attempted murder.&lt;/p&gt;
&lt;p&gt;That charges were never brought raises questions again about what happened to Braintree police reports that say Bishop went to an autobody shop after the shooting, brandishing the shotgun and demanding a car to escape in. Former Braintree Police Chief John Polio and former first assistant Norfolk district attorney John Kivlan said they never saw those reports.&lt;/p&gt;
&lt;p&gt;“As I previously stated, the Braintree police report that was released today and [had] previously been reported as missing by the department, had never been brought to my attention,’’ Kivlan said yesterday. “Why the Braintree Police Department did not seek complaints in the Quincy District Court on the above charges is unknown to me.’’&lt;/p&gt;
&lt;p&gt;Attempts to reach US Representative William D. Delahunt, who was Norfolk district attorney at the time, were unsuccessful yesterday.&lt;/p&gt;
&lt;p&gt;Meanwhile, a separate incident in Bishop’s past came to light yesterday. Peabody police and court records show that Bishop was implicated in an altercation at a pancake house in 2002 that led prosecutors to ask that she be forced to take anger management classes.&lt;/p&gt;
&lt;p&gt;In March 2002, Bishop walked into an International House of Pancakes restaurant in Peabody with her family, asked for a booster seat for one of her children, and learned the last seat had gone to another customer, according to a police report.&lt;/p&gt;
&lt;p&gt;Bishop strode to the customer, identified in the report as Michelle Gjika, demanded the seat and, after a profanity-laced rant, punched her in the head while yelling “I am Dr. Amy Bishop.’’&lt;/p&gt;
&lt;p&gt;Bishop did not plead guilty, according to court documents, but admitted there was enough evidence to prosecute her. In exchange, she received probation. Court records are unclear on whether a judge granted the prosecutor’s recommendation she take anger management classes.&lt;/p&gt;
&lt;p&gt;According to records released yesterday, Braintree police arrived shortly after the shooting to find Bishop’s mother Judith with her 18-year-old son Seth lying in a pool of blood in the kitchen.&lt;/p&gt;
&lt;p&gt;Judith Bishop told police that the shooting happened after her daughter came downstairs holding her father’s 12-gauge, pump-action shotgun and asked how to unload it. The gun went off accidentally, Judith Bishop told police.&lt;/p&gt;
&lt;p&gt;On Saturday, Braintree Police Chief Paul Frazier, in a highly unusual press conference, questioned how the department handled the investigation at the time and seemed to suggest that Judith Bishop’s role in town government may have influenced John Polio, police chief at the time, to release her daughter on the same day as the shooting.&lt;/p&gt;
&lt;p&gt;Police waited 11 days to interview the family, including Bishop’s father, Samuel Bishop, and when they did, the mother and daughter gave conflicting accounts of what happened.&lt;/p&gt;
&lt;p&gt;Frazier said Judith Bishop was a member of the town’s Personnel Board. But Joe Powers, Braintree town clerk, said he reviewed town records from 1970 through 1993 and could find no evidence that Bishop had served on the town’s Personnel Board.&lt;/p&gt;
&lt;p&gt;She served as an elected member of Town Meeting from Precinct 3 from 1980 until 1993, Powers said. She also served briefly on the town’s Arts Lottery Council, in 1985.&lt;/p&gt;
&lt;p&gt;Over the weekend, Keating’s office released a six-page 1987 State Police report that called the shooting an accident. Until yesterday, it was the only document available on the case, and the lack of information sparked criticism from legal specialists who said it indicated a superficial investigation. The report did not describe what kind of shotgun was used or the ammunition, nor did it disclose that Bishop fled the house with the gun, which she then pointed at a mechanic at a dealership. The police reports released yesterday include that information.&lt;/p&gt;
&lt;p&gt;Frazier, who did not return calls, included a brief statement in Keating’s release.&lt;/p&gt;
&lt;p&gt;“Although the reports and my statements contain minor discrepancies, I am relieved that we now have the incident reports from the responding officers available to us,’’ Frazier stated.&lt;/p&gt;
&lt;p&gt;Polio, who described feeling disappointed and blind-sided by Frazier’s press conference, had defended the department’s handling of the case and the decision not to charge Bishop.&lt;/p&gt;
&lt;p&gt;But in yesterday’s Globe, Polio said that after reading the State Police report compiled in 1986 and released to the public last weekend, he had questions about the quality of the investigation.&lt;/p&gt;
&lt;p&gt;Several legal specialists said yesterday that the 1987 report failed to address many key questions, including the discrepancies between Amy Bishop and her mother’s statements to police. They also questioned Judith Bishop’s statement that she did not hear anything when her daughter fired a shot in her bedroom, before firing the second shot that killed her brother.&lt;/p&gt;
&lt;p&gt;“Even based on the facts that were there, [prosecutors] should have at a minimum conducted either an inquest or a grand jury proceeding, both of which would have allowed any of the witnesses to be summonsed either before the grand jury or a judge to evaluate their testimony under oath,’’ said Timothy M. Burke, a former Suffolk prosecutor and criminal defense attorney in Needham.&lt;/p&gt;
&lt;p&gt;Kivlan, Delahunt’s first assistant who reviewed the police reports into the shooting of Seth Bishop and accepted the police finding of an accident, has acknowledged there were inconsistencies in the witness statements, but he said they did not challenge the overall police finding that it was an accidental discharge. Kivlan, however, said he did not know at the time that Bishop had fled and pointed a shotgun at someone else, which would have changed his assessment of the case.&lt;/p&gt;
&lt;p&gt;He said he did not know if Brian Howe, the State Police trooper who wrote the report, knew of Bishop’s actions once she fled. Howe, who retired as a sergeant in December, could not be reached for comment yesterday.&lt;/p&gt;
