Don't listen to what the gym employees tell you; rates can always be negotiated. You can also always have them waive the new membership fee, and ask them to throw in bonuses like free gym passes for friends or free personal training sessions. Make sure you do your homework and check to see if competitors are offering cheaper prices, so you can use that information while you are haggling.
Keep in mind that the best times to sign up for memberships are during the new year and a slow season, because those periods are when most of the promotions are being pushed.
